Commercial registration in Oman

Overview and timeline

Step What happens Typical time
1. Activity and structure Choose ISIC activities and legal form; check foreign ownership 1–3 days
2. Trade name Reserve the company name 1 day
3. Documents Draft articles; sign and attest shareholder documents 2–10 days (longer for overseas corporate shareholders)
4. Commercial Registration File with MOCIIP; CR issued 1–5 working days
5. Chamber of Commerce OCCI membership linked to the CR 1–2 days
6. Premises and municipality Register the lease and obtain the municipality licence 1–2 weeks
7. Sector approvals Ministry or regulator approvals where required Varies by activity
8. Tax and labour Oman Tax Authority and Ministry of Labour registration 1–2 weeks
9. Bank account KYC and account opening 2–6 weeks
10. Visas Work permits, medical tests, residence cards 2–4 weeks per batch

Most straightforward companies are registered and licensed within three to six weeks. Overseas document attestation and regulated activities are the usual causes of delay.

Step 1: Choose your activities and structure

Your activities are selected from Oman's ISIC-based classification. They determine whether foreign ownership is allowed, which approvals you need, what premises are acceptable and how many visas you can obtain. At the same stage, choose the legal form, usually an LLC or SPC, and decide between the mainland and a free zone.

Step 2: Reserve the trade name

Names must be unique and must not be offensive, misleading, or similar to government bodies or well-known brands. We submit several options in case the first is taken.

Step 3: Prepare the incorporation documents

We draft the articles of association, covering capital, shareholdings, managers, signing powers and profit distribution. Shareholders sign, and corporate shareholders provide attested documents. See the documents checklist.

Step 4: Obtain the Commercial Registration

The application is filed with MOCIIP, mostly online. After approval, the Commercial Registration (CR) certificate is issued with the company's registration number, activities, capital and authorised signatories.

Step 5: Chamber of Commerce membership

Membership of the Oman Chamber of Commerce and Industry (OCCI) is required for commercial companies. The membership grade, and therefore the fee, depends mainly on the company's capital. The chamber certificate is needed for many government and banking transactions.

Step 6: Premises and municipality licence

The company's office or premises lease is registered with the municipality. Lease registration carries a fee based on the annual rent. The municipality licence is then issued for the location and activity. Premises open to the public, or used for storage or production, may also need Civil Defence approval.

Step 7: Sector approvals

Regulated activities need approvals from the relevant authority. Examples include the Ministry of Health for clinics and pharmacies, the Ministry of Heritage and Tourism for travel and hotels, the Environment Authority for industry, and the Telecommunications Regulatory Authority for telecom services. See our business licences guide.

Step 8: Tax and labour registration

The company registers with the Oman Tax Authority and receives a tax card. It registers for VAT if required. It also registers as an employer with the Ministry of Labour, which allows it to request work permits.

Step 9: Open a corporate bank account

Banks run full KYC on the company, shareholders and signatories, and usually want to meet the signatory. We prepare the file to avoid back-and-forth. See bank account opening in Oman.

Step 10: Visas

Owners can apply for investor residence, and staff need work permits and employment visas. Each visa involves a medical test, biometrics, a resident card and health insurance.

How to register a company in Oman online

Most of the registration is filed online through the Ministry's Invest Easy business portal: you choose the activities and legal form, reserve the trade name, submit the articles and shareholder documents, and receive the Commercial Registration electronically. You do not need to be in Oman to start: foreign shareholders sign a power of attorney, attest their documents, and we file on their behalf. What still happens in person is the bank account opening and, for residence, the medical test and biometrics. For the cost side, see company registration cost in Oman.

Doing it yourself vs using an adviser

Invest Easy makes many steps available online, and some founders register simple companies themselves. An adviser adds value when you are abroad, your activities are regulated, you have corporate shareholders or you need visas and a bank account quickly. We handle all ten steps and the follow-on PRO, accounting and tax work.
