What the industrial licence covers
Manufacturing, processing and assembly activities are licensed by the industry directorate of MOCIIP. The process usually runs in two stages:
- Initial (preliminary) industrial approval for the project, covering products, capacity, investment, land and workforce
- Final industrial licence or registration once the plant is built and ready to operate
Registered industrial companies may qualify for incentives, such as customs exemptions on machinery and raw materials under the GCC unified industrial rules.
Permits for the site
- Land or facility lease in a Madayn industrial estate, a free zone, or on other land zoned for industry
- Environmental permit from the Environment Authority, based on an environmental assessment proportionate to the project's impact
- Building permit from the municipality or zone
- Civil Defence (CDAA) approval for fire and safety
- Utility connections for power, water and gas
Where to locate a factory
| Option | Best for |
|---|---|
| Madayn estates (Rusayl, Sohar, Raysut, Nizwa, Sur and others) | Selling into Oman, proximity to cities |
| Sohar Free Zone | Export manufacturing near a major port |
| Salalah Free Zone | Chemicals, minerals, transshipment exports |
| Duqm SEZ | Large-scale heavy industry and energy |
Our role
We register the company, prepare the industrial application, coordinate land allocation with the estate or zone, and manage environmental, municipal and Civil Defence filings with your engineers. We also handle labour approvals and visas for the plant workforce.
Who this licence is for
Manufacturers, assemblers, food and beverage processors, building-materials plants, chemical and plastics producers, metal fabricators and recycling businesses. Manufacturing is a priority under Oman Vision 2040, with incentives in industrial estates and free zones.
Choosing a structure and location
| Option | Best for |
|---|---|
| Madayn industrial estate (mainland LLC) | Manufacturing mainly for the Omani market |
| Sohar Free Zone | Import–process–export near the UAE border |
| Salalah Free Zone | Export to Asia, Africa and the Red Sea |
| Duqm SEZ | Heavy industry and very large sites |
| Khazaen Economic City | Light industry near Muscat |
The company itself is usually an LLC or a zone company. See business setup by city for local detail.
Step-by-step setup
| Step | What happens | Typical time |
|---|---|---|
| 1. Project profile | Products, process, capacity, raw materials, utilities, workforce | 1–2 weeks |
| 2. Company registration | CR or zone registration with industrial activities | 1–3 weeks |
| 3. Land or factory | Plot or ready-built unit agreed with the estate or zone | 2–8 weeks |

| 5. Building and Civil Defence | Construction permits, then fire-safety approval | 2–6 months for new builds |
| 6. Industrial registration | Industrial licence/registration with the ministry | 2–6 weeks |
| 7. Operations | Customs registration, visas, utilities connection | 1–2 months |
Documents you will need
- Company and shareholder documents (checklist)
- Feasibility study or project summary
- Site layout and process flow
- Machinery list and specifications
- Environmental information on emissions, waste and water use
- Workforce plan, including Omanisation
Costs to budget for
Industrial budgets are driven by land or factory rent, construction or fit-out, machinery, utilities connections and working capital. Registration and visa fees are a small part; see our setup cost guide and free zone costs.
Common mistakes
- Ordering machinery before the environmental permit is agreed.
- Choosing a free zone when most output is sold in Oman, and paying duty on every local sale.
- Under-estimating utility capacity and connection times for the site.
How we help
We prepare the project summary, compare estates and zones, register the company, coordinate the environmental, building and industrial approvals, and handle customs, visas and PRO services. See also our guides to a special licence for manufacturing and starting a manufacturing business.
Frequently asked questions
Can a foreign company own a factory in Oman?
Yes. Most manufacturing activities allow 100% foreign ownership, either on the mainland or in a free zone.
How long does an industrial licence take?
Initial approval can take a few weeks. The final licence depends on construction and on environmental and safety inspections, so the full process often takes several months for new plants.
Do I need an environmental permit for a small workshop?
Most industrial activities need some form of environmental approval. The level of assessment depends on the activity's potential impact.
Are there incentives for manufacturers in Oman?
Yes. Free zones offer tax holidays and duty-free imports, and industrial estates and investment agreements can provide incentives for qualifying projects.
Can I rent a ready-built factory instead of building one?
Yes. Industrial estates and free zones offer ready-built units and warehouses, which shorten the timeline considerably.
