Quick answer: Most service, trading and consulting companies register in Muscat, where the ministries, banks and most customers are. Manufacturers and logistics firms usually look at Sohar, Salalah or Duqm, which combine a deep-water port with a free zone or special economic zone. Nizwa, Sur and Barka suit businesses serving their regions, with industrial estates and lower costs than the capital. A mainland company registered anywhere in Oman can trade nationwide.

How to choose a location

  1. Where are your customers? If you sell to Omani companies, government or consumers, a mainland company is usually the right vehicle, and Muscat is the default base.
  2. Do you import inputs and export output? A free zone beside a port (Sohar, Salalah, Duqm) gives duty-free import and re-export and long tax holidays.
  3. Do you manufacture for the local market? A Madayn industrial estate keeps you on the mainland with serviced industrial land in Muscat, Sohar, Salalah, Nizwa, Sur and other cities.
  4. How much space and staff do you need? Rents, land and salaries are generally lower outside the capital, but finding specialist staff can take longer.
  5. Which approvals apply? Licensing is national, but premises approvals come from the local municipality or the zone authority, so the location changes who signs off.

Not sure? Compare mainland and free zone setup or ask us — we'll recommend a location and structure after a short call.

One registration, nationwide trade

A company registered with the Ministry of Commerce, Industry and Investment Promotion (MOCIIP) can trade throughout Oman. You can open branches in other governorates later by adding them to your Commercial Registration and licensing the new premises with the local municipality. Free zone companies are different: they operate inside their zone and sell into the rest of Oman through customs.

Frequently asked questions

Which is the best city in Oman to start a business?

For most service and trading companies, Muscat: it has the ministries, banks, the largest customer base and the widest choice of offices. For port-based manufacturing and logistics, Sohar, Salalah or Duqm are usually better because of their free zones.

Can my company registered in Muscat operate in other cities?

Yes. A mainland company can trade anywhere in Oman. To operate premises in another city you add a branch to the Commercial Registration and obtain a municipality licence there.

Is it cheaper to set up outside Muscat?

Office and warehouse rents are generally lower outside the capital, and some free zones and industrial estates offer incentives. Registration fees are national, so the saving comes mainly from premises and salaries.

Do I need to live in the city where my company is registered?

No. Shareholders do not need to live in Oman, and investor residence is not tied to a particular city. Your company does need a registered address and, for most activities, premises accepted by the municipality.
