How licensing works in Oman
There is no single "trade licence" document in Oman. Your permission to operate is built from several layers:
- Commercial Registration (CR) from MOCIIP. It records the company and its approved activities, which are classified using ISIC codes. Every activity you carry out must be on the CR.
- Chamber of Commerce (OCCI) membership, linked to the CR.
- Municipality licence for your premises, issued after the lease is registered. Muscat Municipality and the regional municipalities each handle their own areas.
- Civil Defence (CDAA) approval for premises with public access, storage, hazardous materials or industrial use.
- Sector licences and approvals from the authority responsible for regulated activities.
The main licence categories
| Category | Typical activities | Key authority |
|---|---|---|
| Trading | General trading, import/export, wholesale, retail | MOCIIP, Customs |
| Industrial | Manufacturing, processing, assembly | MOCIIP (Industry), Environment Authority |
| Professional and consultancy | Management, engineering, marketing and IT consultancy | MOCIIP; professional bodies for some fields |
| IT and technology | Software, IT services, data, cloud | MOCIIP, TRA where telecom is involved |
| E-commerce | Online retail and marketplaces | MOCIIP, Consumer Protection Authority |
| Construction and contracting | Building, MEP, civil works | MOCIIP, municipality, Tender Board classification |
| Food and restaurant | Restaurants, cafés, catering, food trading | Municipality, Food Safety & Quality Center |
| Healthcare | Clinics, pharmacies, medical equipment | Ministry of Health |
| Tourism | Travel agencies, tour operators, hotels | Ministry of Heritage and Tourism |
| Logistics and transport | Freight forwarding, warehousing, transport | MTCIT, Customs |
| Real estate | Property development, management, brokerage | Ministry of Housing and Urban Planning |
Commercial licence, business licence and trade licence: what is the difference?
People use several terms for the same journey, but they are not identical documents:
| Term people search | What it usually means in Oman |
|---|---|
| Commercial registration (CR) | The company's registration with MOCIIP, issued first |
| Commercial licence or business licence | Permission to carry out a specific activity, often issued with or after the CR |
| Trade licence | The municipality or sector licence for trading premises and activities |
| Local business licence | A licence for a company operating on the Omani mainland rather than in a free zone |
| Sector permits (for example media or press, health, food) | Approval from the regulator for that activity, such as the Ministry of Information for media |
Which ones you need depends on your activity, location and structure. Start with company formation, then check the activity page below or the media and press licence guide.

Choosing activities correctly
Activity selection affects foreign ownership, approvals, premises, visa quotas and even bank account opening. Common mistakes:
- Choosing too broadly. Adding many unrelated activities can trigger extra approvals and slow down registration.
- Choosing activities reserved for Omanis. Check them against the foreign ownership rules first.
- Mismatched premises. A flexible office does not work for activities that need a showroom, workshop or warehouse.
Trade license in Oman: what it is, cost and renewal
In everyday use, a trade license or business license in Oman means your Commercial Registration (which lists the activities you may perform, sometimes called the economic activities certificate) together with the municipality license for your premises, plus any sector approval. Indicative annual costs are in the cost guide: CR and activity fees around OMR 150–600, Chamber membership OMR 50–500+ a year and municipality licence OMR 50–300 a year. Both the CR and the municipality licence must be renewed; see how to renew a trade license in Oman, municipality license in Oman and Commercial Registration. A step-by-step walkthrough is in how to obtain a business license in Oman.
Timelines
Most commercial and professional activities are licensed within the normal company setup period of three to six weeks. Regulated sectors such as healthcare, food, tourism, telecom and finance add pre-approvals and inspections, which can add several weeks or months.

Licences by location
Licensing is national, but the premises authority changes with the location: the municipality for mainland companies, or the zone authority in Sohar, Salalah, Duqm and Khazaen. See business setup by city.
Keeping licences valid
The Commercial Registration, Chamber membership, municipality licence and sector licences each renew on their own cycle, and visas and leases have their own dates. Missing a renewal can block visa applications, bank transactions and government contracts. See annual renewal costs and our corporate compliance service.
How we help
We check your activities against the foreign-ownership rules before you file, choose the right activity codes, register the company and obtain every licence and approval, then track renewals. Start with company formation in Oman or ask for a free consultation.
Frequently asked questions
What is a trade licence called in Oman?
Oman does not issue one trade licence. The Commercial Registration lists your activities, and the municipality licence authorises your premises, supported by sector approvals where needed.
Can I add activities later?
Yes. You can amend the CR to add or remove activities, provided they are open to you and any approvals are obtained. See company amendments.
How long are licences valid?
CRs, chamber memberships and municipality licences are renewed periodically, usually every one to five years depending on the registration. Track renewal dates to avoid fines. See annual renewal.
Who checks that I'm compliant?
Each authority inspects within its remit. Municipalities and Civil Defence inspect premises, sector regulators check licensed activities, and the Ministry of Labour checks workforce rules.
What is the economic activities license certificate in Oman?
It is the part of your Commercial Registration that lists the economic activities your company is allowed to perform, which regulators and the municipality use when licensing your premises and approvals.
