What "mainland" means in Oman
In Oman, "mainland" (or onshore) simply means a company registered with the Ministry of Commerce, Industry and Investment Promotion outside the free zones and special economic zones. Mainland companies can be located anywhere: a Muscat office tower, an industrial plot in a Madayn estate, a warehouse in Barka or a shop in Salalah.
Advantages of a mainland company
- Nationwide market access. Sell directly to customers anywhere in Oman with no customs boundary.
- Government and corporate contracts. Register with the Tender Board and bid for public tenders and work for oil, gas and utility companies, subject to classification and In-Country Value requirements.
- 100% foreign ownership in most activities since 2020.
- Wide choice of activities, often combined under one Commercial Registration.
- Flexible location, with no requirement to lease inside a zone.
Things to plan for
- Corporate income tax at 15% (3% for qualifying small companies). Mainland companies do not get the long tax holidays offered in free zones.
- Omanisation targets. The Ministry of Labour sets Omanisation percentages by sector and reserves some job titles for Omani nationals, so plan this into your hiring. Read our Omanisation guide.
- Customs duties. Goods imported from outside the GCC generally pay the GCC common external tariff, typically 5%.
- Activity approvals. Some activities need approval from ministries or regulators before or after registration. See business licences.
Mainland legal structures
Most foreign investors use an LLC or an SPC. Foreign companies with a specific contract may register a branch, and those only marketing their products may open a representative office.
Steps to set up on the mainland
- Activity selection and foreign-ownership check
- Trade name reservation
- Articles of association and Commercial Registration with MOCIIP
- Chamber of Commerce membership
- Office lease registration and municipality licence, plus Civil Defence approval where the premises need it
- Sector licences or approvals
- Tax Authority and Ministry of Labour registration
- Bank account, then visas
The details are in our registration process guide.
Office requirements
Every mainland company needs a registered address with a lease registered at the municipality. Depending on the activity, this can be a flexible desk or business-centre office, a shop, a warehouse or an industrial plot. Activities involving customers on site, storage or manufacturing need premises suited to that use. See our virtual office service.

Where mainland companies set up
Mainland companies can register and operate in any governorate. Most service and trading companies choose Muscat; regional businesses choose Sohar, Salalah, Nizwa, Sur or Barka. Manufacturers can lease land in a Madayn industrial estate and stay on the mainland. See business setup by city.
Costs and timeline
A small mainland company with a flexible office and no visas typically costs OMR 1,500–3,500 in its first year and is fully operational in three to six weeks. See the cost breakdown and registration process.
Common mistakes
- Assuming every activity is open to foreign ownership.
- Choosing premises before checking municipality acceptance.
- Planning visas without considering Omanisation.

Frequently asked questions
Is a mainland company better than a free zone company?
It depends on where your customers are. If you sell mainly inside Oman or want government contracts, the mainland is usually better. If you manufacture for export or re-export goods, a free zone can lower tax and customs costs. Compare them on our mainland vs free zone page.
Can a mainland company be 100% foreign-owned?
Yes, for most activities. A short list of activities is reserved for Omani nationals.
Do mainland companies need a physical office?
They need a registered lease. For many service activities a flexible office is enough; activities with walk-in customers, storage or production need suitable premises.
How long does mainland company formation take?
The Commercial Registration can be issued within days of a complete application. Allow three to six weeks for the full setup, including the municipality licence and bank account.
