Choose the mainland if…
- Your customers are in Oman, especially in Muscat
- You want government, oil-and-gas or utility contracts
- You provide professional, consulting, IT or retail services locally
- You want a city-centre office or shop
Start with mainland company formation.
Choose a free zone if…
- You import raw materials and export products
- You run warehousing, re-export or port-linked logistics
- You are making a large industrial investment where a long tax holiday matters
- Your workforce plan benefits from lower Omanisation targets
Compare the zones in our free zones guide.
Can you have both?
Yes. Many groups combine a free zone company for manufacturing or storage with a mainland company for local sales and tenders. Transactions between the two are treated as imports and exports, so plan customs and transfer pricing from the start.
Decision checklist
Answer these questions to narrow the choice:
- Where are most of your customers? Mostly in Oman → mainland. Mostly abroad → free zone.
- Do you import inputs and re-export? Yes → free zone saves duty.
- Will you bid for government or oil-and-gas work? Yes → mainland.
- Do you need a lot of land or a port-side site? Yes → free zone or industrial estate.
- How many expatriate staff will you hire? Free zones often have reduced Omanisation requirements.
- Do you want tax holidays? Free zones offer them for qualifying projects; mainland companies pay standard corporate tax.

Frequently asked questions
Is it cheaper to set up in a free zone or on the mainland?
Initial registration fees are similar. The real cost differences come from premises: free zone land and warehouses versus mainland offices. Longer-term differences come from tax holidays and customs savings. See setup costs.
Can a free zone company open an office in Muscat?
It can deal with mainland customers in certain ways, but operating a Muscat office or selling services locally generally requires a mainland registration.
Which option is better for a consultancy?
Usually the mainland. Consultancies serve local clients, need a city office and often bid for public-sector work.
