Common consultancy activities
- Management and business consultancy
- Marketing, advertising and public relations
- HR and training consultancy (training centres need separate approval)
- Engineering and technical consultancy
- Project management
- Media and creative services
Who regulates what
Most consultancy activities are registered through MOCIIP and need nothing beyond the normal company setup. Some professions have extra requirements:
- Engineering consultancy may require registration of qualified engineers, and classification for government work.
- Legal services are restricted. Advocacy before Omani courts is limited to Omani lawyers, and foreign law firms operate under specific rules.
- Auditing and accounting practice requires professional licensing.
- Training institutes need approval from the relevant ministry.
- Media and publishing activities may need approval from the Ministry of Information.
Setup in practice
- Register an SPC for a solo consultant, or an LLC for partners, with the consultancy activities.
- Lease an office. A flexible or virtual office is often acceptable for consultancy.
- Complete the municipality licence, chamber membership, and tax and labour registrations.
- Add professional registrations where your field requires them.
- Open the bank account and apply for your investor visa.
Who this licence is for
Management, business, IT, marketing, HR, engineering and other consultancies, plus professional firms such as accountants, auditors and architects. Consultancies are among the fastest companies to set up in Oman because they need little more than an office and qualified people — but regulated professions have extra rules.
Choosing a structure
- SPC for a single founder or a consultancy owned by one parent company.
- LLC for partners or a team of shareholders.
- Branch for an international firm serving a specific Omani client.
Most consultancies base themselves in Muscat, close to clients and ministries; technology consultancies can consider Knowledge Oasis Muscat.
Step-by-step setup
| Step | What happens | Typical time |
|---|---|---|
| 1. Activity check | Confirm consultancy codes and whether your profession is regulated | 1–2 days |
| 2. Company registration | Trade name, articles, CR and Chamber | 1–2 weeks |
| 3. Office | Flexi-desk, serviced or private office, lease registered | 1–2 weeks |
| 4. Professional approvals | Only for regulated professions (e.g. audit, engineering) | 2–8 weeks |
| 5. Tax, bank and visas | Tax registration, bank account, investor and staff visas | 2–6 weeks |
Documents you will need
- Shareholder documents (checklist)
- Office lease or flexi-desk agreement
- Degrees and professional certificates, attested, for regulated professions and visas
- Company profile describing services
Costs to budget for
A small consultancy with a flexi-desk and one investor visa typically costs OMR 2,000–4,000 in the first year — see example budgets.
Common mistakes
- Choosing generic activity codes that don't cover your real services, which causes problems with contracts and visas.
- Assuming a flexi-desk is accepted for every activity.
- Forgetting VAT registration once revenue passes the threshold.
